Qivalis B.V. is an Amsterdam-based company backed by 37 European banks in 15 countries that plans to issue a regulated euro-denominated stablecoin. It was founded in September 2025 and says it operates independently, with a supervisory board chaired by Howard Davies.
On October 14, 2026 Qivalis said De Nederlandsche Bank authorised it as an electronic money institution, making it eligible to issue euro-denominated electronic money tokens under the EU’s MiCA rules. It plans to start issuance within months, after publishing a white paper, and to distribute the token through banks, exchanges, payment companies and market-infrastructure firms. The consortium grew from 12 to 37 member banks in May 2026.
