Analysis
The rules provide separate accounts invested through a master group trust, procedures to claim accounts, and qualified general and stock-contribution rules. Automatic accounts accept only specified contributions, including an eligible pilot-program payment; enrollment alone does not guarantee a $1,000 payment. A companion proposal withdraws and replaces the earlier proposal. Analysis: trustees and household-facing providers face an immediate account-administration transition, making eligibility, activation and communication controls consequential.
What remains uncertain
The temporary rules apply to tax years beginning January 1, 2026 and expire September 30, 2029. The companion proposal is not a separate final rule. This article does not establish an individual child’s eligibility or recommend an account.
