A bank with a specialized job inside a large group
Wells Fargo National Bank West has a different job from the familiar branch network. The group's June 2025 resolution plan describes a Nevada bank holding mortgage loans generally bought from affiliated entities. Funding comes from wealth-management sweep deposits and brokered certificates of deposit. A sweep moves eligible customer cash into a bank deposit under the relevant account arrangement; a brokered certificate is distributed through an intermediary. This connects the mortgage assets on one side of the balance sheet with savers reached through other parts of the financial system. The charter is therefore meaningful even though most customers encounter the broader brand. [1]
Las Vegas identifies the charter, not its entire market
The current FDIC directory places the active bank in Las Vegas, Nevada, under certificate 27389 and national-bank charter 21099. Its primary federal supervisor is the Office of the Comptroller of the Currency. The establishment date is December 1, 1988. Those identifiers separate it from the group's principal operating bank and from historical institutions with similar West or Northwest names. A Nevada headquarters also does not mean that all the mortgages on its books finance Nevada properties. The directory establishes the legal institution and its location, rather than the geographic distribution of every borrower. [2]
Its earlier business was retail-store credit
An OCC evaluation dated February 4, 2019 records an earlier chapter under the name Wells Fargo Financial National Bank. For most of that review period, the bank provided private-label and dual-line credit-card programs for merchants. On March 31, 2018, after OCC approval, it transferred that business and its credit-card loans to Wells Fargo Bank, N.A. Employees also transferred, and the remaining bank's work was conducted primarily by group personnel. The OCC described the resulting institution as special-purpose and no longer covered by the Community Reinvestment Act. Its Satisfactory rating addressed activities through March 2018. It is consequently a historical assessment, not a current retail-bank score or evidence that National Bank West still runs the old merchant-card operation. [3]
A smaller balance sheet with a different credit signal
At June 30, 2026, bank-only FDIC assets were $8.770 billion, down from $9.407 billion a year earlier. Deposits declined to $6.934 billion from $7.407 billion and net loans to $4.729 billion from $5.320 billion. Equity rose to $1.683 billion from $1.543 billion. First-half net income was $43.541 million versus $42.591 million. The noncurrent-loan ratio increased to 0.97% from 0.81%, while first-half net were just $2,000 versus $7,000. include credits at least 90 days overdue or no longer accruing interest; charge-offs measure recognized losses during the period. They need not move together. All reported gross loans were real-estate-secured, and securities totaled $2.130 billion. These figures describe a specialized asset mix, not the parent company's consumer, commercial and investment-banking segments. They cannot establish the age, borrower quality or geographic distribution of individual mortgages. [4]
The group framework matters even for a smaller bank
The bank's regulatory history also reflects its place within a much larger organization. In March 2015, the OCC and Federal Reserve allowed the group and named national-bank subsidiaries, including the then-named Wells Fargo Financial National Bank, to use the advanced approaches capital framework. Approval followed a supervised trial period testing risk measurement and management. The agencies explained that firms had to meet minimum ratios under both advanced and generally applicable approaches. This was permission to use a regulatory methodology, not an assurance that every asset was safe. It explains why reading the charter solely as an unrelated community bank would miss part of its supervisory context. [5]
Liquidity evidence needs the right reporting perimeter
The parent's 2025 annual report states that National Bank West, the principal bank and the group each exceeded the minimum coverage requirement at year-end. That test compares eligible liquid assets with modeled short-term cash outflows. The nearby published 119% ratio belongs to the consolidated company, and is not reproduced here as National Bank West's ratio. This distinction matters when a filing discusses several legal entities in one paragraph. The report also explains that some subsidiary liquidity cannot simply be transferred elsewhere. Group scale and a common brand therefore do not erase restrictions on where resources sit or how they can be used. [6]
The parent enforcement timeline has moved on
On March 5, 2026, the Federal Reserve terminated its 2018 enforcement action against Wells Fargo after determining that the required conditions had been met. The asset-growth cap had already been removed in 2025. The remaining remediation included governance and risk-management improvements and third-party reviews. This is group-level regulatory context, not a separate finding that certificate 27389 committed each underlying violation. It also means a current profile should not describe the old group asset cap as still operative. Termination of that action establishes its status; it does not certify the absence of every other legal or supervisory matter. [7]
Resolution planning is a contingency, not a prediction
The agencies' May 21, 2026 feedback on the group's 2025 resolution plan identified no shortcomings or deficiencies. They nevertheless encouraged continued development of assurance and contingency capabilities and anticipated further testing around the 2027 plan. These plans address how a complex firm could be reorganized or wound down in severe distress. Favorable feedback is a judgment about the plan and demonstrated capabilities, rather than a guarantee of a particular outcome if the group actually failed. For this small but separately chartered bank, dependence on shared operations and the wider group's ability to move resources remain central uncertainties alongside mortgage credit performance. [8]
