Utah Governor Spencer Cox signed Executive Order 2026-08 on October 6, requiring covered state agencies to complete employee AI-literacy training and document how artificial intelligence is used in processes that affect the public. The order took effect immediately. [1]
The Department of Government Operations must help agencies identify suitable uses while ensuring human review of determinations affecting individual rights. It is also responsible for technical safeguards against cyberattacks and unauthorized AI agents. [1]
The Division of Technology Services will coordinate training and uniform implementation standards. Agencies must assess cost-effective uses of AI and record systems’ inputs, outputs and roles in public-facing decisions. [1]
The order covers defined executive-branch agencies. Its exclusions include higher education, the legislative and judicial branches, and the offices of the attorney general, state auditor and state treasurer. [1]
The Department of Government Operations must report progress by July 1, 2027, and annually afterward. These are agency requirements; the order does not establish that the planned systems or training have already been delivered. [1]
